Energy DRC-RSA : Blue energie a consortium financed by DBSA South African Bank, cited by the Presidency of the Republic in a corruption case

In the Democratic Republic of Congo, the former Director General of the National Ectricity company « SNEL » Jean Bosco Kayombo is arrested, cited in a case of embezzlement in which we also cite the development bank of southen africa « DBSA » which financed the consortium « blue energy » made up of the RDC-RSA in the energy sector between the two countries.

A mission order signed by the Inspector General of Finances of the DRC, an official of the Presidency of the Republic, accuses the consortium with the « DBSA » of having participated in operations of embezzlement of funds at the national company of l ground floor electricity.

The same accusations that a DBSA executive categorically rejected, were relayed by a Congolese politician Mr Honore Mvula, who revealed on his twitter account that there was no traceability at « SNEL », of the prepayment payments managed by the blue energy consortium in which the South African Republic is a 50% shareholder against 49% for the State.

At the (DBSA) we are surprised at the turn things are taking with accusations from the DRC presidency which are not based on any evidence but relate damage to the reputation of the South African bank, a national bank with its donors more than a month since his arrest the former number one of the national electricity company is not judged an attitude points out several specialist in the congo who confirms the hypothesis of a judicial slippage under the guidance of the inspector general of finances of the DRC thus jeopardizing the credibility of the DBSA while the Congolese president is toda President of SADEC.

It is important to remember that Jean Bosco Kayombo is well known in south africa and in the SADEC countries after having avoided south africa, while he was director of energy transport at the national company of l electricity, load shedding during the world coup in 2010 in South Africa. He is currently vice president of the group of electricity companies of SADEC, accusations without evidence against him will harm the good collaboration of member countries in the future.

The government is called upon to mobilize in order to demand clarification in this affair which will no longer delay harming the credit of the bank of southen africa development with its donors.
